ARIN created an IPv4 waiting list in 2015 in an effort to continue providing IPv4 addresses to organizations in need. As part of the requirement, the organization has to provide a business use case for their needs and meet a certain level of criteria.
These IPv4 subnets become available typically through revocations due to non-payment or returned IPv4 space from organizations who are no longer using them. ARIN then fulfills requests on a first-come first-serve basis, subject to the size of each available address block
The organization must qualify based on the following requirements:
- The organization must own less than a /20 or 4096 IPv4 addresses in the ARIN region. If they have more than or equivalent to a /20 of IPv4 space in aggregate (exclusive of special use space received under section 4.4 or 4.10), then they are not eligible to receive IPv4 from the waiting list.
- An organization may only request up to a /22 or 1024 IPv4 addresses in aggregate at one time.
- An organization may only submit 1 x request for IPv4 space on waiting list at any given time.
- If you choose to purchase IPv4 addresses from a third party, your waiting list position will be considered fulfilled and will be removed.
- After an organization is added to the IPv4 waiting list, they may only request to change the total IP’s requested to a smaller amount. If they want to increase the request to a larger IPv4 subnet, they must close this ticket and open a new one.
- If the organization no longer has a need and declines IPv4 block that becomes available, ARIN will consider the request completed and will remove them from the IPv4 Waiting List.
- Organizations are required to be up to date on all fees at the time a IPv4 subnet becomes available.
- If an organizations account is revoked due to non-payment, the IPv4 waiting list position will be removed as well. The organization will need to submit a new request once they are up to date on late payments.
- Once an organization receives the IPv4 addresses off of the waiting list, they are required to wait 90 days before applying for additional IPv4 space.
- Any IPv4 address subnets obtained from the waiting list must wait 60 months (5 years) before being eligible to transfer to a third party organization.
- Once an organization is eligible to receive the IPv4 subnet from the waiting list, ARIN’s Financial Services will request a Registration Services Agreement (RSA) and/or registration fees when applicable.
Waiting list IPv4 allocations can take anywhere from 6 months to 12 months depending on total available IPv4 subnets and total requests from organizations at any given time.
