Pennsylvania Plans BEAD Funds for Rural Communities
The Pennsylvania Broadband Development Authority (PBDA) has provisionally approved $793.4 million in Broadband Equity, Access, and Deployment (BEAD) grants. The funding, once finalized, will extend reliable high-speed internet to all remaining unconnected households and businesses in the Commonwealth.
Timeline for Final Approval
The provisional selections are now open to a seven-day public comment period, closing on August 29, 2025. The PBDA will then submit the final proposal to the National Telecommunications and Information Administration (NTIA) by September 4, 2025. The NTIA has pledged to approve and release funds before year’s end.
Efficient Use of Federal Support
Pennsylvania was initially awarded $1.16 billion in BEAD funding. Through careful planning, the PBDA expects to complete universal broadband expansion for less than that, reflecting a strong focus on cost efficiency and statewide coverage.
Technology Mix
The proposed awards include a diverse range of technologies to ensure every corner of Pennsylvania can be served:
- Fiber
- Hybrid-fiber coaxial
- Fixed wireless
- Low-Earth orbit satellite
Transparency and Engagement
“Reliable, high-speed internet is essential for education, health care, and economic opportunity. By posting the proposal for public comment, we’re engaging Pennsylvanians directly in our effort to close the digital divide,” said PBDA Executive Director Brandon Carson.
Eligible Uses of BEAD Funds
BEAD support can be applied toward:
- Broadband construction and infrastructure improvements
- Long-term leases
- Multi-family residential projects
- Planning, engineering, and design
- Staffing and administrative costs
- Network software and system upgrades
Each project must include at least a 25% match, but there are no strict caps or minimums on award amounts.
Next Steps
Pending NTIA approval, Pennsylvania will move quickly to launch construction projects, with funding expected to be released in late 2025. The plan represents the state’s final step toward closing its digital divide and achieving universal high-speed broadband access.
