What are the APNIC IPv4 Transfer Fee & Membership Dues

1. Fee Schedule

Accounts with no chargeable resources are referred to as Associate Members.

IPv4 Transfer 20% of the Annual Fee applicable to IPs being transferred Per transaction Recipient is responsible to pay the IPv4 transfer fee, except in inter-RIR transfers, in which case it is paid by the source APNIC Member.
This fee does not apply to:

  • Initial IPv4 transfers to Member accounts holding no IP addresses (This account is charged the full annual fee once the IPs have been transferred).
  • IPv4 transfers to NIR
  • A membership change to or from an NIR
Reactivation Fee AUD 1,000 Once-off prior to each reactivation If a member shuts down an account and wants to reactivate it (that is, due to non-payment)

** Historical Resources refer to IPv4 addresses and ASNs assigned prior to APNIC’s establishment or before APNIC introduced a membership structure which:

    1. Have’nt been converted to resources included in the Annual Fee calculation, and
    2. Are still held by the original member.

2. Annual Fees

The Annual Fee is calculated by the number of bits of address space (IPv4 or IPv6) held, and two Annual Fee ‘parameters’, being the Base Fee and the Bit Factor as set in the table below. IPv4 and IPv6 address holdings are assessed separately, and the Member’s annual fee is then determined as the larger of these amounts.

2.1 Example Fee Calculation

A Member holds IPv4 address space of /16 and a /18, and IPv6 space of a /32 and a/31.

The applicable Annual Fee is determined as the larger of the IPv4 and IPv6 fees, as follows:

3. IPv4 Transfer Fee

A transfer fee applies to all IPv4 address transfers. If the transfer is due to a merger, acquisition, takeover, or falls under the historical resource transfer policy, the IPv4 portion of that transfer will incur the standard IPv4 transfer fees.

This fee is set at 20% of the total number of IPv4 addresses being transferred in a single request.

To determine the exact fee, enter the total number of IPv4 addresses into the annual fees calculator and multiply the resulting AUD amount by 0.2.

For example, the transfer fee would be:

  • AUD 236 for a /24 block (20% of AUD 1,180)
  • AUD 695 for a /20 block (20% of AUD 3,475)
  • AUD 2,047 for a /16 block (20% of AUD 10,234)

Please be aware that this fee is invoiced once the APNIC Secretariat approves the transfer request.

Note that the IPv4 transfer fee does not apply to initial transfers to Member accounts with no existing IP addresses. In this case, the total IPv4 address holding fee will be charged. You can calculate this fee using the annual fees calculator by entering the total number of IPv4 addresses to be transferred.

Who Pays the Fee

  • For transfers between APNIC Members, the recipient is responsible for the transfer fee.
  • For transfers from a member of another RIR to an APNIC Member, the transfer fee is charged to the APNIC Member.
  • For transfers from an APNIC Member to a member of another RIR, the APNIC Member is responsible for the transfer fee.
